Victor Negrón to be sworn in as 438th District Court Judge, Sept. 10
Gov. Rick Perry has appointed Victor H. Negrón, Jr., of San Antonio as judge of the 438th District Court in Bexar County, pursuant to HB 4833 during the 81st legislative session, for a term to become effective September 1, 2010 and expire at the next general election.
Judge Negrón will be formally sworn in by Cheif Justice Wallace Jefferson at 11 a.m. on Friday, September 10 in the Central Jury Room of the Cadena-Reeves Justice Center (300 Dolorosa). The ceremony is open to the public.
Negrón is a partner at Kerr and Negrón, P.C. and a former judge of the 407th District Court in Bexar County. He is a council member of the State Bar of Texas Family Law Section, member of the Board of Directors of the State Bar of Texas, and is a member and past president of both the San Antonio Bar Association and the San Antonio Family Lawyers Association. He is a member of the State Bar of Texas Judicial Section, the Texas Board of Legal Specialization Advisory Board for Family Law, and a fellow of the San Antonio Bar Foundation. Negrón served in the U.S. Army. He received a bachelor’s degree and a law degree from St. Mary’s University.
Wi-Fi now available in the Bexar County Law Library and SABA offices
The San Antonio Bar Association now offers free Wi-Fi service on the fifth floor of the Bexar County Courthouse, throughout the Bexar County Law Library and the SABA offices. Please see the receptionist on duty for the login and password information.
Unveiling of Judge Andy Mireles Portrait at St. Mary’s School of Law
St. Mary’s University School of Law will host a portrait dedication ceremony for the late Judge Andy Mireles on Wednesday, September 8 at 5:30 p.m. in the Sarita Kenedy East Law Library Law Alumni Room. Paralegal Division sponsors 12th annual TAPS event, Sept. 29-Oct. 1
The Paralegal Division of the State Bar of Texas is sponsoring its twelfth annual Texas Advanced Paralegal Seminar (TAPS) on September 29 through October 1 in Austin, Texas at the DoubleTree Hotel in North Austin. TAPS is a three-day multi-track CLE seminar that includes advanced CLE, networking opportunities, and socializing, and is the largest CLE event marketed directly to Texas paralegals.
There will be approximately 65 speakers presenting advanced CLE in a variety of specialties. Paralegals can obtain up to 14.0 hours of CLE in a matter of days. TAPS includes networking events for its attendees in the form of CLE sessions, breaks, socials, and a luncheon. TAPS also features an Exhibit Hall on Thursday with vendors exhibiting legal services targeted specifically to paralegals and attorneys.
The Paralegal Division will host socials on Wednesday and Thursday with door prizes given throughout each evening, and a luncheon on Friday with a keynote CLE speaker and a grand prize totaling $1,500 being awarded to three attendees.

District Courts Special Dismissal Docket
Over 4,600 of the 8,000+ cases eligible for dismissal have been set on regular and special dismissals between August and the end of December, 2010.
Judge Berchelmann and Judge Nellermoe have increased the number of settings on their dismissal dockets during Monitoring Court. Judge Peden has special dismissal dockets set in September, Judge Littlejohn will hear special dismissal dockets in October and Judge Berchelmann will hear additional special dismissal dockets in November.

New Rule 78A Civil Case Information Sheet
Beginning September 1, 2010, new Rule 78a of the Texas Rules of Civil Procedure becomes effective. This rule requires the completion AND signing (by attorney or party) of a Civil Case Information Sheet in all civil cases. This information sheet is due with the filing of the Petition or Modification request.
The form for County and District Courts is the same. Copies of the Civil Case Information Sheet and instructions for completion are available on the SABA website under the Member Resources menu, “Bexar County Resources” and the District Clerk’s website under the Services menu, “Download Forms” (both sites include an interactive Word version of the form) and the County Clerk’s website under “Civil Forms.” Copies of the form will be available at the Clerks’ file counters for at least the first few months after the rule goes into effect.
The Clerks’ offices and the Courts are mandated to enforce this provision. Sanctions or dismissal of the case can be imposed for failure to comply. Look for later information and articles on how the Bexar County Courts will be enforcing this new provision.
Don’t miss 2010 Ethics Follies Remote Control, Sept. 29-30
Don’t miss Ethics Follies® — the ethics conference like no other — Wednesday, September 29 at 2 p.m. and Thursday, September 30 at 7 p.m. Ethics Follies uses music and comedy, performed by local attorneys, physicians, judges and actors to raise awareness of the business and legal ethics issues in 2010.
This year’s Ethics Follies is a funny collection of parodied television shows called, “Remote Control.” While the show covers serious ethics and compliance issues in an enjoyable way, it also reminds us about the positive financial impact of “doing the right thing.” All businesses and law firms will benefit from the ethics issues raised. This year, we’ll also see the emerging ethics issues in using social media at work, issues related to biased news reporting, misleading online advertising and blogging as corporate public relations. The South/Central Texas Chapter of The Association of Corporate Counsel has hosted the ethics conference for thirteen years in San Antonio. It is produced in cooperation with The San Antonio Bar Association, the San Antonio Bar Foundation and the Las Casas Foundation, which is donating the use of the Charline McCombs Empire Theatre. Attorneys receive two hours of MCLE and accountants receive two hours CPE. The net proceeds of both performances of Ethics Follies and the raffle benefit The Community Justice Program.

The Texas Legal Services Center seeks interested attorneys for Lawyer Referral Service
The Texas Legal Service Center (TLSC) is a nonprofit based in Austin TX, which offers free legal advice to low income seniors and the disabled throughout the state. While 70 percent of client calls can be resolved via this free service, TLSC does not represent cases in court, nor have the means to draft legal documents. Thus, TLSC also offers clients a Lawyer Referral Service to fill this gap. When a referral is needed, hotline attorneys refer the client based on legal issue and geographic location.
TLSC is currently recruiting attorneys who would be interested in taking referred cases from our legal hotline. While we accept attorneys from all practices, most clients are over the age of 60, making a greater need for Elder Law attorneys. There is no membership fee associated with our program, but we do require minimum malpractice coverage of $100,000. By working with TLSC’s Lawyer Referral Service, attorneys are paid a reduced fee by the client, and can also get credit toward their State Bar pro bono requirements.
